As a Service-Disabled Veteran-Owned small business, we specialize in EPCM consulting for government entities, infrastructure collaborators, and international corporations. Established by Ricky O. Coles Jr., our firm combines mission-focused leadership with high-level execution that sets us apart.

Mr. Coles, whose education mirrors his diverse expertise, pursued a Doctorate in Law and Policy from Northeastern University, a Master of Laws from the University of Pennsylvania, an MBA from Strayer University. This is further complimented with a Harvard Fellowship and executive education from Harvard’s Kennedy School, Tufts University, the U.S. Naval War College, alongside advanced military training in multiple disciplines.

As Owner and CEO of COGNOCENT LLC, Mr. Coles spearheads a consulting firm dedicated to advancing corporate governance and sustainable growth. His distinguished career includes logistics modernization policy at USTRANSCOM, directing strategic sealift maritime cargo operations in Qatar, and bolstering U.S. missions across the Middle East. He also served as a senior advisor at the U.S. Department of Transportation’s Maritime Administration, where he advanced maritime facilities security policies, disaster response, emergency preparedness and served as a representative to the Presidential COVID-19 Task Force.
